Free Nonresident Kids Card Program

Who may get a free card? Any child under the age of 18 (0-17) who is considered a Nonresident of Herrin City Library is eligible for a free Nonresident card.  Only children who are nonresidents of Herrin City Library are able to get this card.

Who may use the free card? This card is to be used by the minor child only. Violation of this rule will result in loss of the free card.  

How is the nonresident home library determined? If you live outside the city limits of Herrin, you are considered a nonresident.  Your nonresident home library is determined by the library that you live closest to and/or if you live in the Herrin CUSD#4.  Library staff may assist you in determining if Herrin City Library is your home library. If you are a nonresident of a nearby library, you will have to check with that library to determine what their rules are.

Valid for: Free Nonresident Kids Cards are valid for one year and must be renewed at the beginning of each school year; August to August.


The Free Nonresident Kids Cards are for the registered student only and may not be used by other members of the household. Other individuals of the household who reside beyond the jurisdictional boundaries of the Herrin City Library, and not within the boundaries of another public library, and owning no property within the City of Herrin, may purchase a family Non-Resident Card for the price of $55.00 per year. Students wishing to register for a Free Nonresident Kids Card must bring with them a Student Identification Card or two forms of identification, at least one of which bears their address showing residence in CUSD #4 school district. All information provided to the Herrin City Library for registration will be kept confidential and will not be released outside the Herrin City Library.

Students under the age of 15 must have a parent’s signature on their application for a Free Nonresident Kids Card. The application must be completed with both the child and adult present in the library. Children 16 and over may independently register for their own Free Nonresident Kids Card. Parents of children age 15 and under are responsible for all fines and fees associated with the Student Library Card. Students age 16 and over are responsible for all fines and fees associated with their Card.


Free Nonresident Kids Cards will allow students to have access to five (5) physical items (books, magazines, audiobooks, DVDs, etc.) at a time checked out at Herrin City Library, free access to all databases, free access to all eBooks, electronic audiobooks, electronic magazines, and physical use of the library building and services. Students presenting valid Nonresident Kids Cards issued by the Herrin City Library are eligible to borrow materials from the Herrin City Library when the following conditions are met: 1. No materials which are more than one circulation period are overdue on their card. 2. No outstanding fines in aggregate excess of $5.00 have accrued to their card. 3. No materials borrowed for them from another library are overdue in any amount. The library staff may not waive these regulations without the specific permission of the library director; however, the student may request and receive a 24-hour hold on the item(s) he or she wishes to check out to allow the student to correct the situation which has resulted in loss of eligibility to borrow.
