BOARD OF TRUSTEES MEETING
April 9, 2019 – Minutes
PRESENT: Caringer, Frost, Jones, Hickman, Priest, Sarver, Savage, Starnes
ALSO PRESENT: Mullen
ABSENT: Guebert

The meeting was called to order at 6:30 PM by President Savage.
Correspondence: None
SECRETARY’S REPORT: Starnes moved to approve the minutes from the Herrin City Library (HCL) February meeting. Priest seconded. Motion carried unanimously.
TREASURER’S REPORT:
- Bills to be paid. Frost presented the treasurer’s report. Jones moved to approve the payment of $6,636.68 for expenses incurred during the 2nd half of the previous month and $ 7,936.43 for expenses this month to date. Caringer seconded. Motion carried unanimously.
- The March budget report shows that 88% of the expense budget (91.6% of the fiscal year completed) has been spent leaving a checking account balance of $173,430.22. Priest moved to approve the city budget report. Starnes seconded. Motion carried unanimously. Frost moved to approve the library balance sheet report for March 2019. Hickman seconded. Motion carried unanimously.
ILLINOIS HEARTLAND LIBRARY SYSTEM REPORT & ILA News: FY 2019 Illinois Public Library Per Capita Grant in the amount of $15,626.25 award letter was received. Mullen attended the directors’ chat via Adobe connect, and will be attending Reading Forward South on May 17th.
COMMITTEE REPORTS:
Building and Grounds (Priest & Jones): No Report

Library Development & Technology (Savage & Caringer): No Report
Special Gifts Committee (Guebert & Frost): No Report
Friends Liaison (Starnes): Pancake breakfast totals to date equal $1,793. The Book Sale is May 4th and 6th. Library requests were approved totaling $1,141.52.
History Room: (Hickman): No Report
OLD BUSINESS: None
NEW BUSINESS:
- Select FY2019/2020 Officers: The Selection committee presented the reappointment of all former officers to the Herrin City Library officers: Mandara Savage, President; Jim Starnes, Vice President; Barbara Guebert, Secretary; and Jennifer Frost, Treasurer. Carringer motion to approve. Sarver seconded. Motion carried unanimously.
- SEI Deadline – April, 30, 2019: Mullen reported that HCL board members will be receiving SEI notices soon, and will need to mail them back by the April 30, 2019, deadline.
- CD Renewal – April 29, 2019: CD #26019015 will be moved from People’s National Bank in the amount of $108,855.07 (plus interest to date) to Southern Illinois Bank for 3.03% interest on April 29, 2019, by Mandara Savage, Jennifer Frost and Susan Mullen.
- Any Other New Business One part-time staff member has quit and the position has been posted for hire.
