Board of Trustees Meeting

January 11, 2022

Present:                Caringer, Hickman, Jones, Priest, Sarver, Starnes

Also Present:      Director Susan Mullen

Absent:                 Calcaterra, Frost, Guebert

The meeting was called to order at 6:30PM by President Kathleen Jones.

Visitor(s):             None

Correspondence: None

Secretary’s Report: Starnes moved to approve the minutes from December 2021. Priest seconded. Motion carried unanimously.

Treasurer’s Report:

  1. Bills to be Paid: Priest moved to approve the payment of $2,849.79 for expenses incurred during the 2nd half of the previous month and $1,862.70 for expenses incurred this month to date. Caringer seconded. Motion carried unanimously.
  2. City Budget Report: Last month’s report showed that 67% of the budget has been spent, with 67% of the fiscal year completed, leaving a checking account balance of $212,009.92. Caringer moved to approve the report. Starnes seconded. Motion carried unanimously.
  3. Financial Balance Statement: Starnes moved to approve the Library balance report from the previous month. Sarver seconded. Motion carried unanimously.

Librarian’s Report:

Circulation for December 2021 was 28% greater than December 2020 and 12% less than December 2019. The Library currently has 5,025 registered borrowers and 39,917 volumes in its collection. 1,114 patrons used the Online Public Access Catalog (OPAC) from home in December. Website data from December 2021 reports 1,391-page views. Director Mullen attended two IHLS Director’s Chat sessions via Adobe Connect. Santa Story Time was well-attended on December 16th, with 41 children and 40 adults in attendance. Review and approval of the annual Per Capita grant, which was due on January 15, 2022, has been extended until February 15, 2022.

Committee Reports:

  • Building and Grounds (Priest, Jones): No report.
  • Community Enrichment (Sarver):
    • “A Walk in the Woods” photographic exhibit is currently on display at HCL. It is on loan from the Crab Orchard Photography Group and Cedar Hurst Center for the Arts.
    • January 5th-February 28th
  • Library Development and Technology (Caringer): No report.
  • Special Gifts Committee (Guebert, Frost): No report.
  • Friends Liaison (Starnes):
    • The most recent book sale produced $582.70.
    • Director Mullen’s library resource requests were granted in the amount of $216.52.
    • Due to COVID-19, the current officers of the Friends of HCL will remain in their respective posts for one more year.
  • History Room (Hickman):
    • Author Robert Hartley to discuss his book “Death Underground: The Centralia and West Frankfort Mine Disasters” on January 21st at 2:00pm via Zoom.
    • Lisa Carnaghi and Camden Johnson wrote an article for the Herrin Independent titled “The First Supermarket: a Herrin Conception”.

Old Business:        

  • Library circulation policies reviewed. Changes suggested by Director Mullen, in accordance with Serving Our Public Appendices. Priest moved to accept revised policies as written. Starnes seconded. Motion carried unanimously.

New Business:       

  • Reviewed the list of Board contacts for annual SEI certification.
