Board of Trustees Meeting
October 11, 2022

The meeting was called to order at 6:34PM by President Kathleen Jones.
Visitor(s): None
Correspondence: None


Secretary’s Report: Starnes moved to approve the minutes from September 13, 2022.
Priest seconded. Motion carried unanimously.


Treasurer’s Report:
A. Bills to be Paid: Guebert moved to approve the payment of $4,717.33 for
expenses incurred from September 14-30 and $38,107.78 for expenses incurred
from October 1-10. Priest Seconded. Motion carried unanimously.
B. City Budget Report: Last month’s report showed that 43% of the budget has
been spent, with 42% of the fiscal year completed, leaving a checking account
balance of $24,129.39. Caringer moved to approve the report. Priest seconded.
Motion carried unanimously.
C. Financial Balance Statement: Starnes moved to approve the Library balance
report from the previous month. Priest seconded. Motion carried unanimously.


Librarian’s Report:
Circulation for September 2022 was 4% greater than September 2021. The Library
currently has 5,219 registered borrowers and 40,873 volumes in its collection. 1,232
patrons used the Online Public Access Catalog (OPAC) from home in September.
Website visits in September 2022 totaled 2,252 page views. Director Mullen attended
the IHLS Director’s Chat sessions via Adobe Connect on September 8 and 22. On
September 16, the Library hosted Reg Ankrom, who spoke on Stephen A. Douglas. The
event was well attended. Keri Dillingham will discuss Haunted Southern Illinois on
October 22.


Committee Reports:
• Friends Liaison (Starnes):
o The Friends of HCL will host the next book sale on November 19 and 21.
o The group granted Director Mullen’s September funding request of
$959.74.
o The next Friends meeting is scheduled for November 7.

• History Room (Hickman):
o Lisa Carnaghi is currently working on a military service display. It should
be ready by November.
• Building and Grounds (Priest, Jones):
• Community Enrichment (Sarver):
• Library Development and Technology (Caringer):
• Special Gifts Committee (Guebert, Frost):


Old Business:
• As part of the PerCapita Grant requirements, the BoT reviewed and discussed
Serving Our Public 4.0, Chapters 1-5.


New Business:
• The BoT discussed increased interest rates for Certificates of Deposit. Director
Mullen will investigate to see if a change might benefit the Library.
• The BoT reviewed and discussed Trustee Terms and willingness to serve.
Current terms for Starnes, Priest and Caringer will end on December 31, 2022.
Priest and Caringer agreed to serve another term. Starnes is not seeking term
renewal.
• The BoT reviewed Mayor Frattini’s letter regarding the annual renewal of the
Building Maintenance Tax Levy. Guebert moved to accept funds allocated to the
Library. Priest seconded. Motion carried unanimously.
• Funds taken from working cash in August may now be returned, as the first tax
distribution of $136,823.18 has been received. Priest moved to complete the
transfer. Caringer seconded. Motion carried unanimously.
