PRESENT:                     Calcaterra, Caringer, Frost, Guebert, Hickman, Jones, Priest, Sarver & Starnes

ALSO PRESENT:           Mullen

ABSENT:                      None

The meeting was called to order at 6:30 PM by President Jones.

Visitor(s):                     None

No correspondence.  

SECRETARY’S REPORT: Starnes moved to approve the minutes from September 8, 2020.  Frost seconded.  Motion carried unanimously. 

TREASURER’S REPORT:

  1. Bills to be paid. Guebert moved to approve the payment of $2,748.17 for expenses incurred during the 2nd half of the previous month and $5,065.89 for expenses incurred this month to date.  Priest seconded.  Motion carried unanimously. 
  2. The previous month’s city budget report showed that 45% of the budget (42% of the year completed) has been spent leaving a checking account balance of $147,343.57. Starnes moved to approve the report.  Caringer seconded.  Motion carried unanimously.
  3. Financial Balance Statement: Starnes moved to approve the library balance sheet report from the previous month.   Caringer seconded.  Motion carried unanimously. 

LIBRARIAN’S REPORT:  Mullen reviewed stats.  Circulation is at 80% compared to September 2019. Use of digital items is up.  Website traffic is up 18% and time spent on the website is up 88%. 

COMMITTEE REPORTS: None

Building and Grounds (Priest & Jones):  No report.

Community Enrichment (Sarver):  No report.

Library Development & Technology (Caringer):  No report.

Special Gifts Committee (Guebert & Frost): No report.

Friends Liaison (Starnes): No report.

History Room: (Hickman):  No report.

OLD BUSINESS:   

NONE

NEW BUSINESS: 

  1. The board discussed Chapters 4-9: Serving Our Public 4.0.
  2. Guebert moved to approve the Building Maintenance Tax Levy.   Calcaterra seconded.  Motion carried unanimously.
  3. Trustee Terms Expiring: Guebert, Jones, and Sarver all agreed to accept another three year term.
  4. November 3rd Election Day—Illinois Holiday Laws. A lawsuit has been filed by the Illinois Municipal League to get further clarification. Mullen will inform the board of how this will pertain to HCL. 
  5. Priest moved to approve the Resolution to Delete the Property Tax Incentive Clarification for the Williamson County Enterprise Zone.   Caringer seconded.  Motion carried unanimously. 

Starnes moved to adjourn at 7:14 PM.
