Board of Trustees Meeting

October 12, 2021

Present:                Caringer, Frost, Hickman, Jones, Priest, Starnes

Also Present:      Director Susan Mullen

Absent:                 Calcaterra, Guebert, Sarver

The meeting was called to order at 6:30PM by President Kathleen Jones.

Visitor(s): None

Correspondence: None

Secretary’s Report: Starnes moved to approve the minutes from September 2021. Frost seconded. Motion carried unanimously.

Treasurer’s Report:

  1. Bills to be Paid: Priest moved to approve the payment of $3,137.94 for expenses incurred during the 2nd half of the previous month and $1,942.21 for expenses incurred this month to date. Caringer seconded. Motion carried unanimously.
  2. City Budget Report: Last month’s report showed that 44% of the budget has been spent, with 42% of the fiscal year completed, leaving a checking account balance of $194,697.51. Starnes moved to approve the report. Priest seconded. Motion carried unanimously.
  3. Financial Balance Statement: Caringer moved to approve the Library balance report from the previous month. Frost seconded. Motion carried unanimously.

Librarian’s Report:

Circulation for September 2021 was 14% greater than September 2020 and 9% less than September 2019. The Library currently has 4,992 registered borrowers and 39,867 volumes in its collection. Website data from August 2021 shows 2,010 page views. Director Mullen attended four IHLS Director’s Chat sessions in August. The Library received $5,000 through the Illinois Humanities 2021 COVID-19 Emergency Relief and Recovery Grant. The Herrin History Room Fund received Herrin Area Historical Society dollars in the amount of $10,624.47. The first 2021 tax distribution has also been received, so working cash funds must now be moved from checking account back to savings account.

Old Business:

  • BOT reviewed Chapters 1-5 of Serving Our Public.
  • BOT reviewed Student Library Card policy. Frost moved to approve the policy. Priest seconded. Motion carried unanimously.

New Business:       

  • BOT discussed Director Mullen’s draft resolution authorizing the renewal of the Building Maintenance Tax Levy collectible in 2022. Starnes moved to approve the resolution, Priest seconded. Motion carried unanimously.
  • Because the first 2021 tax distribution is complete, working cash funds must now be moved from the Library checking account to back to the savings account. Hickman moved to approve the moving of funds. Jones seconded. Motion carried unanimously.

Adjournment: Starnes moved to adjourn at 6:56 PM.
